A web site should be well-designed, educational and user-friendly. Similarly a resume should also have a rich content about your work experiences and working skills.

When you’re applying for a job, you’re presenting your resume to an hr officer as if you’re marketing yourself. But if they don’t like you they will directly put you in the failing list.
Web site is basically a company’s resume with the samples of their products, services and information needed. If the visitor finds that the website is not informative and does not include anything which is related to them, they will not prefer to visit it.
In quality:
Web sites should be interesting enough to attract viewers with rich content. People lean to always come back if the web site’s content is useful, informative.
In quantity:
It is more important that a website has numerous back links. It is known that high back links equal to high page rank. Same as if you pass your resume to a big number of companies, then that applicant has more chances to receive positive feedbacks.
